I've stated many times that I don't know what 'will work' - but, I know it's complex.
when one has a list of what 'doesn't work' ------------ one should try something else. ---------- Which is one reason why I think the voice might be worth a go ---------- purely because nothing else has worked.
I doubt if a simple solution is available for a very complicated situation - it might be, but I doubt it.
What is certain is that there are very different aspects in aboriginal cultures and societies - and multiple nations as well. So, whatever is going to be achieved HAS to incorporate voices from those involved - indeed, I'd say the processes have to be run by the people involved.
How? ------------ no idea
But, I keep thinking of the EU --------- if it's possible to get such a diverse group to work together - a mix of cool and calm with hot and emotional, conservative and progressive, poor and rich, rule bound and lackadaisical --------------- then it might be possible to get Australia to work with a mix of many nations, cultures and differences.
Europe has it's moments, but it works far better than many ever thought it could. Interestingly enough - the only one's who can't make it work for them ------------- are the English

Consequence works and absence of consequence aggravates the situation.
It's just a question of finding the right ''consequence'' and so far jail is the best ''consequence'' we have, unless
we go back to public whippings or bring back the ''ye olde day punishments'' like the pillory or public shaming or even the old favourite of tar and feathering
