"both JV parties have agreed to bring forward certain project expenditure in respect of detailed
engineering, initially planned for post-FID, to ensure the delivery schedule and
development of the project continues unimpeded."
You don't burn capital before your FID gets approved unless you're fairly certain it will get approved.
The approval of the FID by the two boards is just administrative at this point.
