I've worked for 20 years with gov submissions, and I've never ever got one approved without some level of iteration with public officials. These kinds of approvals are not like renewing your driver's license. These are complex matters with multiple stakeholders.
Gov needs to feel reassured before issuing any approval, if not, it feels as if they didn't do their job.
The fact is that you are trying to link a request for information (RFI, they are so common they even have their own acronym) with a non-compliant request. That is misleading to say the least and most probably blatant attempt to mud the waters.
