I've worked for 20 years with gov submissions, and I've never ever got one approved without some level of iteration with public officials. These kinds of approvals are not like renewing your driver's license. These are complex matters with multiple stakeholders.

Well that’s just your view, which is certainly okay. But my view is equally reasonable. Fact is we don’t know who is correct, it could be either one.
