You clearly don't understand the difference between commissioning and scaling despite it being explained to you in very simple English so probably not unlike the bureaucrats in the Salta government with respect to the EIA. Again, production rate during commissioning IS NOT RELEVANT. Secondly, your comparison with ORE (AKE) is odd considering they have never been able to make entirely BG Li2CO3 and still can't to this day. Thirdly, your comment about AGY and tech grade is purely out of thin air. There has never been any statement of tech grade production and there has never been any intention to produce tech grade that I know of. To suggest they are making tech grade is simply fabrication.
