AZL isn't being charged anything for a lease. It pays US$8 per acre annually to maintain its mining claim against any other parties who might want it otherwise. For a while it was paying that for some of Bradda Head's claims. That works out to about AU $30 per hectare. Probably about as much as they have been paying every month to rent an empty warehouse southeast of the Phoenix airport. Maybe throw in the cost of making videos to tell investors that BLM approval is just around the corner. Yes, the Hualapai actually lease the same land from BLM. for cattle grazing. For less than what it's worth, but ranchers of European descent get the same bargain. That's why they oppose AZL also.
