As someone with a lot of experience dealing with the issue of trading blackouts, a scientific paper in the review process would not be one. The most likely reason for a non-financial blackout in trading would be the up coming strategic review release. The positive from this is that it must be near complete and ready for board approval/release in the near future. The change in language from July/August to Q3 might not actually indicate a shift in the release date to September.
