I don't know the Zimbabwe protocols but with an election due on 23-August it is probably unlikely the PPSA would get signed off at this time. They may be in caretaker status ?
If there is no outright winner in the presidential contest, a run-off will be held six weeks later, on 2 October.
If the incumbent government win, then should proceed as planned, but any new government may want to review and re-negotiate the terms of the PPSA.
