The old argument that we don't need a PPSA, only the Zimbabwe government do, and we are better off without it, doesn't really wash.
The reason we want a PPSA is because we need to be confident that we have a good long term relationship with the Zimbabwean government. There is not a chance in hell that they are going to sit by and see us taking all of the profit from their resource because they lagged on the PPSA. Even with locals employed and taxes gained, we need a long term, Zimbabwean generous, PPSA locked in so that they are happy in the arrangement and are no chance of ever overturning such an arrangement.
The sooner this is inked the sooner we can get this element of uncertainty ticked off
