My take is that they're waiting for this "imminent" deal to be signed, in the hopes that it bumps the SP a little more. All the while Doc Ron is trying to get some grant moneyz. Might as well try and get one or both over the line before raising now (even if it comes down to the last second), seeing as it's well overdue now and the damage has been done.
