Here's a link to Maningrida community in Arnhem Land, and yes I've stayed there a number of times. Have a look through the slide show of the typical resident of this community and tell me where you would expect them to seek gainful 40 hour a week employment.
This community is their home, they are part of their country. How dare people demand they walk away from it and the bonds they have to it.
They are trying to create industry themselves with art etc, including showing the world their culture in the form of welcomes and smoke ceremonies, but the yobbo brigade stomp on those efforts.
