I don't know enough about China to have any useful insight. I will say that the strict requirements of the FDA and EU would not be reflected in China for something like this if there is a local manufacturer so approximation of the device and chemical would probably work for that market. Also I expect they won't care about the carbon filter to catch any unused exhalation to protect the administering medical personnel from longer term exposure. They might ditch that as well.
