    It is definitely true that those stores cannot sell the English label formula off the shelf directly to the consumer.

    But as far as I know they can still facilitate purchases through online-to-offline. They may even still have display tins of the product for customers to look at (not sure about this) but ultimately they are able to help you place an online order (just like CBEC) in store.

    For instance, A2M can still sell its English label product (which doesn't have SAMR registraiton) through O2O in this way. It is basically like CBEC or any other online channel, except with a physical point of sale. That's my understanding anyway.
