In furtherance to that negotiating point you make, the matter of good communication is all about doing what you say you will do. IT'S EASY!
The mistake management can make is giving strong indications of "delivery" dates when there is no certainty this will occur. Herein lies the problem. If you say you're going to do something, you have to do it, or lose credibilty .... Shareholders expectations should be lead to be in keeping with reality of time of delivery of results and smart management should massage this realistic expectation accordingly. That way no one is disappointment, management is seen to be credible and on the ball ... and shareholders don't get unduly impatient.

There may well be a simple hold up - who knows, but not being too precise with timelines in the first place is the main problem here possibly.
