Yes he can't withheld but it's only until it's finalized. With large commercial contracts they need to do board meetings, approvals, lawyer reviews (probably Aussie), dicuss T&Cs and determine whats best for both short and long term goal of WBT. Once that is done and finalized he need to disclose.
