What EU wants and what will actually happen are two separate things. Vast amount of red tape in Europe. EU is a big area, maybe there will be a mine in Finland or other places but most likely not around Otov.
Google Maps is truly severely underrated as a confirmation tool. Take a virtual drive around the whole enclosed tenement and ask yourself if you can visage a large open cut mine anywhere
