There might be practical reasons why side tracking as you've described it isn't a feasible option.

To side track in open hole isn't too complex. You plug back to above your kick off point and go in with a motor assembly.

Drilling a side track from a well that's been cased to TD would require setting a whip stock and milling through casing to initiate a sidetrack. Once you've set the whipstock and drilled the side track further operations in the old bore would require plugging back the sidetrack and removing the whipstock. Im not sure how feasible that is and the cost of the hole operation would be much higher than for a simple open hole sidetrack.

Petre and others have more experience than I do in this sort of operation so I'll let them add further comment.
