Dougal's response and your post only confirms my speculation posted last Thursday:
It doesn't take 6 months for a company to execute a simple OTA. The BOD has been discussing this for a over a month. All this leads one to believe that what is being considered is not a vanilla OTA. There are going to be equity investment, project investment and/or prepayments components to what is being discussed for it to take this long. The delay in announcement is likely not due to Sayona management. It could be very well be the other party is taking more time to hammer the deal at its end.
