And by far the simplest and quickest is to start a limited government bank (CBA reborn) as a web based bank and then spread it to a limited savings bank as shop fronts become available

As with the early savings banks, not permitted to lend other than residential housing with a minimum of 25% deposit
Also mortgages only to established depositors
