I've read through the "Contracts" menu on the US Dept of Defence website, home to the media release about the $1.3bn pledge. There is no evidence of any DOD contract being awarded to DRO on or around 17th July. The DOD provides a detailed daily list of contracts awarded. I see the DRO announcement cites an "unnamed US Govt agency".
I may be wrong, but I suspect the DOD was not involved in the $33m order.
