Agree with you but should note this -

This doesn't affect project timeline or company financials materially. DSO would've been marginal at current prices. The benefit would've been to prove up the transport logistics before concentrate production. There is no funding gap or delay to production timeline.

With that being said it assumes current worst case of what a reasonable person assumes: that DSO has been banned. Even if that is the case there are going to be panicked sellers as any push back from government in Africa opens up a Pandora's box of possibilities...AVZ case included.
