    The company is seeking tenders for provison of the gas plant and the pipeline.

    Maybe I'm being a bit pedantic on an otherwise good announcement, but would'nt you think a bit of forward planning by the company would have had those costs established already, and the contractor lined up and ready to proceed when the "go" button was pushed.
