researchers through the years, inquiries by Senate and other Gov bodies have determined that efforts need to be made to improve the lot of all Aboriginal people - NOT to give them special rights, but to enable those most disadvantaged, who are unable to repair their own lives, to be assisted in developing better opportunities.
