Scott, it appears these are the words from a memorandum (dated 31/3/2023) and the words differ slightly from the question (dated 19/6/2023).
The original wording had "to improve the development and implementation of laws and policies" which is now missing in the question.
Maybe it is assumed that every representation will be an improvement - who knows, I am not a lawyer.
