Yes they can issue the $700k to WKT and then the shares would be issued at around 8.3c, or WKT could just payout the extra and not issue the shares.

There are still other shares to be issued from what was approved at the last general meeting. So this is also a reason but yes I would expect BMCG to force their hand and give WKT $700k. At least that would top up the treasury from paying the last lot out.
