The sweetheart tax deal in Angola is way less than Australian tax. To bring the funds back to Australia would incur the difference. Leaving the subsidiary in Angola holding the funds (or any other jurisdiction) will retain more cash for reinvestment. The ammonia / urea plan is a good one for making explosives and superphosphate.
