Is it possible that the labour GOVT has promised the greens to cut emmissions by cutting emmisssions via the route we are seeing for a two pronged resolution:

1) Gets back at miners for destroying Labours proposed tax.

2) Satisfies Green support by cutting CO2 via alternate method ie. destroying CSG, UCG emrging industries.

The abscence of climate change policy in Gillards address and Garrett's antics wreaks of Labour backroom deals.
