You said it yourself, and MSB did also, they must have a sales force in place in order to gain approval. So by waiting until the last minute they fulfill their obligation to have a sales force, while minimising risk. They obviously think they are getting approved - there is no quetion on that.
I am simply stating this could be in preparation for approval, rather than after knowing it's approved.
Are you suggesting 100% it's already been approved?
Expectation management is important. Everyone now is locked in without any room for change.
