Arafuras concentrate after mechanical heavy media separation will at least have a REO-content of 6%; it will be much better including a flotation process. They never said anything about a carbonate with a REO-content of 6%.
To make it clear: Arafuras RE-Carbonate will always have a higher REO-content compared to Lynas, because of a higher content of heavier rare earth in the mix, just stoichometric
calculation. The REO content in pure RE-Carbonates varies from 39% (Cerium) to 66% (Lutetium) and anything in between depending n the natural and processed mix.
