Wilba, this is just allowing more MSB shares to be converted to ADRs so they can be traded on the NASDAQ. It is not a cap raise. It is about keeping price parity between the markets, because they anticipate an approval and expect a much greater demand for shares from US investors after approval. The groundwork was laid for this last December, and the registration was done July 31 because decision was expected this week.
