OTAs are not needed for the DOE loan , Jigar and the DOE are on the record "many times" as saying this is is the case in fact they are also on the record for the right project even a 80/20 debt equity split with no OTAs is achievable IF certain ESG boxes are ticked and certain TITLE 17 funding channels eg:SEFI and others are utilised . So you see it's definitely not a one size fits all regardless of Bruce's 60/40 debt to equity spit statement . Hope this helps FYI i tabled the SEFI funding channel to ASN recently which raised some eyebrows ?
