Um yeh dummy, they have. Recent reports shows a rise in use again from China but they have at least officially banned them and monitoring showed this was happening until more recently. And yeh, they don't want acid rain either.
China are building over 150 new coal powered plants...India came out a couple of years ago and said Coal is their energy future, it will help bring millions of underprivileged people out of poverty.

Yes because those poor underprivileged that you now forgot to care about deserve access to cheap power that we as rich countries have had. Developed nations have been responsible for the vast majority of CO2 and other pollutants put in the atmosphere to date- so yes we have to do more to fix up the mess we created.
