An easy play for YA Global they are probably short selling borrowed shares and then buying them back cheaper and then the management of ISF seem to now need money. Why I dont know? As YA just gives the money in exchange for shares at the 3 % discount which they have created by short selling.
Next step is what happens once they have their $30m which they could get at 10c up . YA Global has a history see CMR
