Controls aren't for patient safety.
They are used to show effect of the treatment.
You need to brush up on your basic science. This isn't the FDA being difficult. This is the scientific method.
And if the FDA approved on poor data, the people you want to prescribe the therapy would be the next ones to be critical of the results.
