i worked in the public sector once and i can assure you that the service is not independent. and if the upper echelon are contractors then by the very nature of "contracting" their term is limited and should be aware that they can be released at any time.
there should be sackings - gives people an awareness that they are not precious and dont have an unlimited access to the trough
anything other than that and they are just sycophants
