AP had the flow test results since last Tuesday as it only took them 2 hours to work out oil wasn't coming to surface. He probably needed a week to figure out how to frame this to the market so has come up with some estimation that may or may not be correct using pumps. But nobody will really know if the pump situation of 750 of barrels of oil is real or not for say another 2 years.
