I would imagine that the Agri DW would likely be targeting the supply chain to the major supermarkets as the supermarkets are the ones currently profiting from their suppliers.
The supermarkets pay for goods long after they're delivered and on-sold, leaving the suppliers begging to be paid at which time the supermarkets 'generously' allow to get paid 'early' at a steep discount.
Spenda could inject liquidity into that supply chain at little to no actual cost to the growers/wholesalers provided that the cost of funds is less than the early payment discounts that the supermarkets current take from their suppliers.
The cross border agri deals are much more complex and risky, unless there's sufficient security in the form of land assets, plant & equipment etc.
