"Easement needs to be surveyed, secured, land owner relationships established, EIS completed, BFS and all those things before they even break ground."

Easement already in place and accessable which assumes no land securing required, no land owner involved, no EIS required.

Survey of pipe route within the easement may be required and appropriate approvals from reg auth. This may have already been done as part of forward planning. Who Knows?

You shouldn't assume anything in this regard.
