The pressure on the Chilean president would be immense to change one way or another, particularly increasing lithium output, and there is no way he can do it without private investment. Boric is clear he wants Chile to be the top producer again of lithium (they sure have the resources to do it). His approach is more of a Keynesian view point. Not defending him, but simply shouting "SOCIALISM" on forums is not correct.
What is interesting is that Aurora Williams is back in the job as the mining minister. Some would remember she was the main driver behind passing legislation for small copper mining businesses (a law that creates a mechanism to stabilize the price of copper for small-scale mining) in 2017.
Though Stage 1 is still old code, and does not require CEOL. LPI is still shovel ready. And in the most recent article from LPI (couple days ago), they are still stating construction to start this year.
