I don't think they are/were paying for it as they use to provide a medical aid/doctor swap to Venzuela for that oil and in recent times VenzuelaIa I think has cut it off. Russia at the moment is filling that 'free' void for Cuba as Cuba is one of the few friends it has left so is little loss for Russia to provide such oil aid. If you google "How does Cuba pay for its Russian oil financial times article" sums up the situation pretty well.
In any case the point I'm making is that my personal investment in the stock is on the basis that they are able to export the oil to market to make any cash with A3 probably boom or bust event.
My opinion is Amistad is not going to be a backup plan for a country that cannot pay up in USD's.
