re the capex the gamble is whether the sp will be high enough at the time of development to enable enough capital to be raised (and with a minimum of dilution).
there are a number of stocks that sit on some pretty impressive jorc resources that cannot do anything with them, owing to the fact that their shareprices are so low that raising funds for development is out of the question.
i cannot see that as a significant problem here. apart from the fact that RHM will have news flowing from 3 fronts (and news is the ultimate driver in a small spec) it also has the benefit of a couple of cheap entry strategies with BV.
this means that they could forseeably get a few "ore shipment" announcements out without needing to raise too much money, thereby creating a higher shareprice BEFORE going for bigger dollars to move the project into overdrive
