Yes he could hold off making an announcement until after the Webinar, but in doing so that means he has gone past the allowed time for a Trading Halt (2 business days) and thus would need to seek a Voluntary Suspension for the additional time it takes to complete the Webinar.
Otherwise in seeking the lifting of the TH and call for normal trading he would need to put out an announcement, and Andrew would need to reveal all relevant news as part of the anticipated announcement. He can't reveal it selectively to the audience of the Webinar without already providing the information first in the announcement, as part of continuous disclosure.
