It appears so as this is the only logical reason.
Their financial management appears to be poor and driven by unknown factors. Why not do a convertible note issue to repay some debt and raise some capital? Projected cash flows should have identified this problem . Past experience does not engender well for this company particularly when the "sharks" are circling. Fingers crossed.
