The label for Putin aka Putler, Fascist, dictator, etc is to fuel the philosophy of propaganda. Demonise your opponent and then you can convince your folks (consensus) to morally justify your actions.

A case in point and this is a FACT, Zel$ had to sack hundreds of his officials in the military for corruption when recruiting people.
