Under Westphalia international law system, Republic of China(including Taiwan, Taiping, Jinmeng, Mazu and Pratas islands) has been a de facto independent country within China territory since 1949. If it changes its official name from ROC to Republic of Taiwan, it will be a de facto independent country outside China territory.
