Because it's not about skin colour, it's about helping the most marginalised group in Australia, according to social statistics.The status quo which is default No has proven it does NOT work, this is also fact.
And effective change comes at a policy level, not tweaking disastrous outcomes, which different state and local governments do by throwing more money at the problem. There needs to be a united and long-term vision, otherwise this quagmire will get worse.
Finally indigenous recognition is right thing to do, as all other colonial countries have done, Australia is the outlier. It is about reconciliation and correcting a wrongful chapter in history. No country is perfect but the important thing is we do about it. Maintaining the status quo is not going to make things better.
The advisory group is not a third chamber or veto power, they only make recommendations on behalf of their own community. Ultimately it is the government that will decide which ones to accept or reject.
