I think this is correct. While it doesnt indicate its a failure by any means, it just not appear to be saleable yet. It does however conflict with last year when they were clearly gearing up for sale.
Change in strategy is all I can imagine, now they have concrete data.
But my bet is on more lot/s. The market won't like it.
