Yes. The Russians arrived at Kiev, but didn't undertake mass missile strikes against the city. It should be clear by now, that they could have if they wanted to. My impression is that they were hoping for early negotiation regarding the status of DPR/LPR and Crimea.
Instead, their missiles were used to hit various military installations throughout the country (one hit even near Romanian border: suggesting they could hit anywhere they wanted to). They were restrained until the Kerch Bridge hit last year, and are hitting back with more regularity now that Kyiv continues to hit Russian towns and cities.
