What seriously needs to be done, is a shake up, how and why the failures, considering the Billions blown each year.
Too many wrong pigs in the trough and this is glaringly obvious if one simply looked into the tough.

In some of these troublesome areas where they had a card system, instead of truck loads of cash handed out, there were great improvements, kid numbers up for school etc, wives not getting beaten up etc.
This d head Albo against the minority group leaders wishes, abolished the card system and things have gone back to crap.
