I wonder if they are council rates in Thailand or Vietnam - there are in Malaysia ,Singapore, HK You could own your own but if you can't pay your levies - your done.
In australia- some land don't have sewer or water - like small private Islands - but you still pay council rates.
even the air that you breath will be charged - via Carbon-0 levies (we take out the carbon for you - so you pay)
